In order to assist municipalities with returning abandoned parcels to the tax rolls, the Allegheny County Department of Economic Development sponsors the Vacant Property Recovery Program. Through August 31, this agency will be waving its standard $3,000 application fee for any individual who seeks to purchase an adjoining lot that does not contain a building; the fee will be reduced to $1,400 for any property owner who proposes to rehabilitate a vacant structure on a neighboring parcel. This program can only be utilized to procure properties that are less than ½ acre in size and that are at least three years delinquent on real estate taxes. Applicants must not be delinquent with taxes, sewage fees, or refuse fees on any property owned within the boundaries of Allegheny County; individuals are additionally ineligible if there are any outstanding code violations on such properties.
